In plain words

An allocation ETF owns a mix of stocks and bonds in one fund; many do it by owning other ETFs, so the mix is the sum of what those own.

ETFIQ bands each fund by look-through stock share: 15 to 30% conservative, 30 to 50% moderately conservative, 50 to 70% moderate, 70 to 85% moderately aggressive, over 85% aggressive. Of 60 funds, 29 are moderate and 13 moderately aggressive; the median fee is 0.56%. The band is the share measured today, which can drift from the stated mix. A fund with under 10% in true bonds is not counted.
